The band plan is basically a list of what types of transmission an amature can make in the different frequency ranges. This type of listing is important to allow everybody the right and ability to use the different frequencies allotted by the FCC. If you were to attempt to send a video signal down in the 40 - 10 meter HAM bands, the bandwidth required would eat up most of the allotted frequency range, and nobody else would be able to make transmissions.
The following table shows the basic HAM radio frequency bands, and lists the rights of different (United States) licence classes. (Note that different countries may have different regulations and band plans. This table is for reference only. Check your local laws and federal regulations before you make any transmissions. Note too that the bandplan changes from time to time).
